Dr. Raphaël Kies, a doctor and researcher in political science, is the founder and head of the Luxembourg Platform for Participatory Democracy (PLDP). He is responsible for Luxembourg’s Media Pluralism Monitor and coordinator of the Medialux project at the University of Luxembourg. He works on subjects relating to democratic innovations, electoral studies and media studies.
Dr. Raphaël Kies is the author of two books on political science: Les nouvelles voix de l’Europe. Analyse des consultations citoyennes (2014) and Promises and limits of web-deliberation (2010). A member of the Board of Directors of the public service radio station 100.7, since 2024 he has been elected Luxembourg’s expert representative to the Council of Europe on the implications of generative artificial intelligence for freedom of expression (MSI-AI) under the authority of the Committee of Ministers and the Steering Committee on the Media and the Information Society.
